This project is to initiate a new pocket pc program. It will grow bigger, but I don’t want to waste too much time and money if it doesn’t work out with with the first or subsequent winning bidders. Therefore this is a small, scaled down project to demonstrate competency.
I would like a pocket pc program that store a simple relational database. I don’t want the application to use sql ce, pocket access, or any other 3rd part database program. I prefer flat files (XML or text files) for efficiency.
There will be 3 tables: Districts, Companionships, Individuals

Screen 1: Add/Remove Districts, This can basically be a list box with "District 1, District 2, etc" You can use buttons to add/delete.
Screen 2: Add/Update/Remove Individuals. Form to add first & last name (autoincrement Individual ID)
Screen 3: Add/Update/Remove Companionships.
In order for a bid to be considered you must:
1) Specify the programming language you prefer to use (i.e. .NET (C#, VB), C/C++, Embedded VB, etc. Prefered: VB.NET)
2) Specify how you will store the data (i.e. XML, CSV, Tab-delimited, etc. Prefered: XML)
