Ebay Shipping Calculator

I need a program that I can insert into my ebay listings that will provide shipping rates based on three excel charts that I can designate / edit (zones, rates, and fuel surcharge)
I would like to have it where I designate the size, weight, and packaging cost of the box. The program will check for oversize status, volumetric weight, and then generate the appropriate code to insert into an ebay listing. The person browsing my ebay listing will insert their zip code which will then determine the zone (off of chart provided) and shipping cost based on weight and zone (off of second chart provided) and add the designated fuel surcharge.
I would eventually want to add this, to a currently not existent, website checkout functionality.
